I organised the first meet up for the biker babe web site I use it went so well we have a couple a year now, organised by anyone on the site that wants to take it on board to do, we didn't go for the full rally package though just find a good campsite which also has a b & b close by for those that don't do camping, no entertainment.
If you start getting into the full organising thing with bands and such like then you have to think about public liability insurance which is something we were able to avoid with the way we planned our meet up.
if enough members took/showed an intrest i would like to get involved i love it if it could happen down the south west devon/torbay not sure how many members are close to down here but loads of places to hold it

I think where people live would be needed to be looked at, when i did the BB one we stayed central midlands, this years is at Stratford Race course. like i say we dont do bands we just have a meet up and if everyone just books in themselves to the campsite then there don't have to be too much organising. I would be willing to help out but not take it on totally as I am hopefully organising another one for my own bike club next year.
i might be able to get a field , there r toilets and its 500mtrs from j9 off the m42 and 2-3 pubs in walking distance ,i,l ask tomoro if hes in a good mood
