it is to do with the earths rotation. In the northern hemisphere the earth rotates clockwise looking down. The water in the plug hole is trying to catch up with the earths rotation but can never catch up, so it appears to be rotating. In the southern hemisphere the earth rotates anti clockwise looking up, so the reverse effect happens with the water. Test show that the difference can be seen just a few feet either side of the equator. So yes in Australia it does go the other way.
