Ah! Well, because a lot of rural carriageways have soft verges on the side. However, some areas are covered in gravel or similar for vehicles to pull over into. Because of their shape, in other words the way they camber away from the main carriageway they are sometimes referred in the highway business as the "shoulder" of the carriageway and are sometimes referred to even as "soft shoulders".
When they started making motorways, it made sense to have an area at the side of the road for people to pull over in emergencies and for safety reasons they were made out of asphalt rather than gravel or similar.
Hence the birth of the "hard shoulder".
