I can do some redevelopment (Which will require downtime whilst the database is changed) that can add the forum categories. The existing topics will be moved into a locked category called "Old Topics" or something. Only the moderators will be able to access this category and will be asked to assist in moving all the topics out and into more suitable categories. When this category is empty, it will be deleted.
