If your talking orange peel finish where it's very lumpy it's just very fine flating paper soapy water and elbow grease. If it's pitted though stpne chips best option is respay.
Also, if the paint is lifting, probably through rust, the only remedy is to rub the affected area down to bare metal, treat the rust with a rust cure/killer and then prime, and paint over as normal.
